Module 4: Monitor and Evaluate

After each evaluation phase, it’s important to re-examine the health problem, and then move to the next round of planning further interventions and thinking about how to sustain their impact.

Ongoing feedback can be used to adjust interventions and adapt indicators

Ontario Public Health PractionersAs with any project, the information you get from data collection and analysis should be fed back into planning. Adjust the program as needed to continuously improve your multiple intervention, including evaluation and monitoring.

Formative evaluation feedback can assess whether it’s time for evaluation

A formative evaluation is one way planners can determine whether the multiple intervention program is ready to be evaluated and whether the evaluation tools work. A formative evaluation can answer questions like these:

  • Has the program being implemented as planned? (If yes, monitor detail of the implementation to date).
  • If not, what has been implemented? What kind of adjustments were made and why?
  • Which component (if any) of the MIP has been implemented as planned and can be evaluated?
  • Have the objectives been changed?
  • Have the indicators for success changed?
  • Are there any new indicators?
  • Do partners agree on any shift in objectives, indicators and monitoring mechanisms?

Use results from monitoring and evaluation to adjust intervention or conditions

If the formative evaluation shows the intervention wasn’t implemented as planned, you’ll want to know why not and whether it was a good thing. If you conclude it was, you might decide to change your intervention to reflect the difference. Alternatively, you might want to change things so you can implement the intervention as originally planned. If you make changes, adjust your monitoring and evaluation tools accordingly.

Using formative evaluation to identify new indicators

Evaluation findings might tell you that some of the indicators need to be dropped and/or replaced by new ones. Often this is the case when the conditions for implementing your multiple intervention program have changed. See Example 32 - Adjusting indicators: MSCS project.

Using feedback to adjust the “dose” — the quantity and quality of the intervention

Review dose quantity and dose quality as dimensions of implementation.

Monitoring the dose and what to do with the information

Often, you’ll want to know fairly quickly after you’ve launched your multiple intervention program whether it’s having an impact. Or you might be considering combining several single interventions into a multiple intervention and wonder if an integrated program will have more impact. Start by asking yourself:

  • What are the first signs an intervention is having an impact?
  • What can we do to increase that impact?
  • What greater impact might an integrated approach have?
